Focus in Gulf: Keeping U.S. Troops Ready

U.S. forces strengthen their presence in the Persian Gulf in anticipation of war with Iraq. But military officers say problems can develop when a buildup isn’t directly followed by war. Readiness suffers, troops have to be rotated and morale can sink. NPR’s Tom Gjelten reports.
